Most employees covered under a Service Contract Act (SCA) can expect an increase in their health and welfare fringe benefit rate. The DOL issued an All Agency Memorandum 237 last week which requires the increase for all government contract bids or other service contracts. Specifically:
There was no change for Hawaii Prepaid Healthcare Act (HPHA) employees so the wage will remain at $1.94 per hour. The wage will remain for those HPHA employees covered by Executive Order (EO) 13706 which is $1.63 per hour.
